Supporting national and international growth

The Government works in close collaboration with the enterprise agencies, IDA Ireland and Enterprise Ireland, to promote Ireland and capture any opportunities that arise for inward investment. At the end of 2025 it was estimated that approximately 61,000 people are now directly employed in the international financial services sector, supported by the enterprise agencies.

A key ambition of the ‘Ireland for Finance’ strategy is to strengthen links with the domestic economy to ensure that Ireland’s IFS sector delivers additional tangible economic benefits beyond employment and taxation revenue, embedding the sector more deeply into national economic development.

Opportunities across Ireland

Today, approximately one in four jobs in the sector are outside of Dublin, providing high quality jobs across the country in locations such as Cork, Galway, Limerick, Kilkenny, Waterford and Letterkenny. Almost half of jobs in the funds and asset management sector are in regional locations.

Regionalisation of international financial services delivers clear benefits for both industry and regional labour markets. It deepens the talent pool and increases the range of opportunities available. The enterprise agencies support the growth of employment in regional areas as well as the number of exporting companies on a national level, which includes specific supports in regional areas.

To support Ireland's continued status as a global financial services hub, a pipeline of new and innovative businesses will be fostered. The agencies are targeting new investments into regional locations and supporting existing clients to sustain and grow their business in regional locations to maximise regional job retention and creation.

Ireland is committed to support initiatives that enhance retail investor participation in capital markets. Planned activity includes the development of a new investment account aiming to develop a retail investor culture and reduce the complexities related to retail investment in Ireland. In August 2026 the Government published a Roadmap for the Taxation of Retail Investment. The National Financial Literacy Strategy, launched in 2025, aims to work with Ireland’s active financial literacy landscape to support greater overall financial wellbeing and resilience. The EU Financial Literacy Strategy, published by the European Commission complements and amplifies national efforts.
