Ireland For Finance

The strategy for the development of Ireland’s international financial services sector.

‘Ireland for Finance’ is the whole-of-Government strategy for the development of the international financial services sector, which is delivered through public-private sector collaboration.

The ‘Ireland for Finance’ strategy supports Ireland to continue to be a top-tier location of choice for specialist international financial services firms.

Launched in August 2026, Ireland for Finance Vision 2030 - Renewed and Refocussed for a Digital Age sets out a clear ambition for Ireland to be at the forefront of innovation in financial services globally.

Ireland’s vision to strengthen its position is built on four core ambitions:

  • To be a trusted, predictable and stable location for international financial services
  • To deepen expertise to be a key enabler of growth in Ireland and the EU
  • To leverage technology to support digital transformation
  • To develop links between the international financial services sector and Irish businesses and citizens

Specialist international financial services sector

Over the last 40 years, Ireland has built a well-regarded, specialist international financial services sector. It is home to approximately 600 international financial services companies and 61,000 employees, representing a 74% increase in jobs since 2015.

Ireland is home to some of the world’s largest international financial services companies in sub-sectors such as banking, funds, asset management and investment, insurance and reinsurance, fintech, and aircraft leasing.

  • 2nd highest in the EU for 20-24 year olds with at least higher secondary education (95%)
  • 1 in 4 financial services jobs located outside of Dublin
  • 70% of the total European ETF market located in Ireland

Ireland is the third largest domicile for investment funds with €5.6 trillion worth of assets under management, and approximately 70% of European Exchange Traded Funds (ETFs) domiciled in Ireland. Exports from the Irish financial services and fintech sector reached €43.3 billion in 2024.

An attractive location

Ireland is an attractive location for international financial services because of our status as an English-speaking member of the EU with access to the EU Single Market, access to EU talent and the Common Travel Area.

Our pro-business environment is further underpinned by a consistent policy framework, a highly educated and skilled workforce, and an internationally respected financial services regulator in the Central Bank of Ireland.

In summary: Ireland is the 4th largest exporter of financial services in the EU and 7th globally, supported by a strong ecosystem of global players, including:
  • 22 of the world's top 25 financial services companies
  • 21 of top 25 banks
  • 9 of the top 10 global insurers
