Ireland, through its Embassy in Hanoi, has announced funding of €1.4 million to support climate resilience and empower ethnic minority women in 13 communes across Tuyen Quang, Quang Tri, and Phu Tho provinces. This renewed funding, for a programme entitled ‘Resilience First: Building Ready Communities, Schools, and Women for a Resilient Future’, in collaboration with Plan International Vietnam, CARE International in Vietnam, and the Center for Research on Initiatives of Community Development (RIC), was announced at a meeting in Phu Tho Province on 26 November.

This next phase of the programme will build on the positive results achieved under the previous phase from 2024 to 2025, which saw support reach vulnerable communities in 15 communes across Quang Tri, Hoa Binh, and Ha Giang provinces. Planned activities include repair and construction for local schools, capacity-building for community-based disaster risk management, and supporting women’s economic empowerment through sustainable, low-emission and climate-resilient livelihoods and green ventures.

In announcing the funding, Ambassador of Ireland to Vietnam, H.E Deirdre Ní Fhallúin, said:

“Vietnam is particularly vulnerable to climate change, and we have seen all too clearly in recent months the devastating impact severe weather such as typhoons, flooding, and landslides. The success stories in Phu Tho, Quang Tri, and Tuyen Quang demonstrate the critical importance of locally-led climate action. Ireland, through its Embassy in Hanoi, is proud to continue supporting the Resilience First program and its partners. This €1.4 million commitment reflects our dedication to safeguarding communities against climate change and empowering ethnic minority women as leaders in their own development.”

This contribution is part of Ireland’s longstanding commitment to supporting climate action and those furthest behind, including ethnic minorities and women. Ireland’s support for the Resilience First Programme aligns with the two countries’ shared focus on building climate resilience and responding to natural disasters with timely and coordinated action.
