Minister Richmond launches 2025 Irish Aid Annual Report as Ireland reaches number eight in world Official Development Assistance donors

Ireland is now the eighth largest contributor of Official Development Assistance (ODA) as a proportion of Gross National Income (GNI) in the world.

Irish Aid responded to many of the most urgent global crises in 2025, providing lifesaving assistance in humanitarian crisis zones including Gaza, Sudan, the Democratic Republic of Congo and Ukraine. Through longer-term development programming, Irish Aid also worked to strengthen the resilience and empowerment of communities in fragile and conflict-affected states.

In 2025, Ireland’s support to Irish civil society partners alone benefited over 9 million people in 64 countries. These programmes helped to save lives, protect human dignity, and build better futures.

Ireland’s Official Development Assistance (ODA) amounted to €1.88 billion in 2025, representing 0.44% of Gross National Income (GNI). This included funding for the delivery of humanitarian, development, and peace programming to address the most acute levels of need around the world.

Minister of State for International Development, Neale Richmond TD, remarked:

At a time when other nations are stepping away from their international development obligations, Ireland is demonstrating our commitment. Ireland is now the eighth largest ODA donor country in the world.

The values of Irish Aid are intrinsic to Ireland’s standing as a strong and principled donor, and the contribution of its work to a fair, just, and sustainable world is a continuing source of national pride.

So many of the concerns that my constituents face on daily basis, from food prices, to energy security, to irregular migration and the spread of infectious diseases have their roots in global instability. Development is an instrument to address these issues at source.

The 2025 Annual Report demonstrates the real-world impacts of this work, including the millions of lives saved and transformed through Ireland’s support. Irish Aid has maintained a remarkable level of quality and impact over its 52-year history, successfully reaching the most vulnerable people with the most urgently needed assistance.
