Evaluation of Ireland’s Mission Strategy in Mozambique: Final Report

Ireland formalised its bilateral relationship with Mozambique in 1996, and its current engagement in Mozambique is underpinned by the Global Ireland: Ireland in Mozambique, Eswatini, and Madagascar Mission Strategy 2020–2024.

Key objectives of the Strategy focused on promoting prosperity, reducing inequality, and enhancing peace and security, emphasising the need to reach those furthest behind first.

The Strategy had a focus on health, education, conflict resolution, and peacebuilding, and allocated approximately €25 million annually to programmes during the Strategy’s 5-year duration.

The objective of this independent external evaluation was to undertake a review of the Mission Strategy (2020–2024) to inform the development of the next Strategy, as well as to actively inform in-country programme planning and implementation.

The evaluation was conducted between January and July 2024 and was managed by the DFA’s independent Evaluation and Audit Unit, working with a team of external consultants from IOD PARC.

The evaluation focused on two areas, namely (i) Strategy delivery and adaptation, and (ii) programming, partnerships, and influencing. Recommendations support the drafting of a new Mission Strategy (from 2025) and inform the design of future programmes and partnerships
