In 2025, Ireland’s humanitarian and development programme, Irish Aid, marked 51 years of successfully reaching vulnerable populations across the world with urgently needed assistance.

The ambition and reach of Irish Aid continued to increase in 2025, demonstrating Ireland’s sustained commitment to the life-changing, life-saving impacts of Official Development Assistance (ODA), particularly as other donors reduce their support against a backdrop of escalating need. Globally, Ireland is now the eighth largest contributor of ODA as a percentage of Gross National Income (GNI), with Ireland’s 2025 ODA totalling €1.88 billion.

Ireland has consistently increased the allocation for Irish Aid over the past decade, recognising the crucial contribution of this support to alleviating human suffering and building a fairer, safer world. In 2025, the Government allocated €807 million to Irish Aid, the highest ever level of funding in the history of the programme. This funding was used to address the most severe, acute, and unmet needs around the world. This included delivering over 100 tonnes of relief stocks to Sudan, Gaza, and the Democratic Republic of the Congo, helping affected communities to meet their immediate needs in the midst of crisis.

The scale and impact of Irish Aid programming worldwide is enabled through strategic and effective partnerships. Last year, Ireland’s support to Irish civil society partners alone benefited over 9 million people in 64 countries. This was achieved through providing rapid humanitarian assistance, supporting communities to recover and rebuild, and enhancing the resilience and human dignity of the furthest behind.
