Action Plan on Enhancing Engagement with India

The Government of Ireland, on 4 March 2025, approved a proposal for a detailed Action Plan for Enhancing Engagement with India. This Action Plan will be developed by the Department of Foreign Affairs and Trade, in consultation with other relevant Government Departments. The proposal below outlines a broad range of measures which will be pursued and implemented as part of this Action Plan.

These measures will fall under four strategic goals:

  • Strengthening bilateral political relations
  • Maximising economic and trade opportunities
  • Strengthening people-to-people links
  • Enhancing Ireland’s physical presence and impact in India

The measures to be outlined in the Action Plan are identified to achieve the objectives of Ireland’s Asia Pacific Strategy, which includes deepening our strategic relationship with India across all strands of cooperation.

Among these measures are the establishment of a Joint Economic Commission between the two countries, a Diplomatic Exchange programme to enhance networks among Government officials, increased political engagement, including more Ministerial-level visits to India with trade as a focus, and a structured programme of cultural and sporting engagement.

The Department of Foreign Affairs and Trade will prepare a more detailed version of the Action Plan and consult with all relevant stakeholders to set out agreed lines of responsibility and timeframes for delivery in the period ahead.
