Ciara O’Floinn, Ambassador

Ciara O’Floinn joined the Department of Foreign Affairs in 2007 and has held a variety of roles at HQ and abroad since then, including on secondment to the EU Institutions in Brussels.

Before her current appointment, Ciara served as Director for Latin America and the Caribbean, within Ireland, UK and Americas Division. She has served as Consul General of Ireland in Atlanta, and held posts in the Permanent Representation of Ireland to the EU in Brussels (2008 – 2013) and on secondment to the European External Action Service, including as Advisor to the Deputy Secretary General for Security and Defence (2014 – 2018). Her HQ roles in Dublin have included Deputy Director of Strategy, Governance and Change Unit (2018 – 2020); a secondment to the Department of the Taoiseach (Office of the Prime Minister) to work on EU Affairs (2013 – 2014); and Protocol Division (2007 – 2008).

Prior to joining the Department, Ciara worked at the European Parliament in Brussels (2005 – 2007), following an academic background in EU affairs. She holds a B.A. in European Studies from Trinity College Dublin and an M.A. in European Political Studies from the College of Europe’s Natolin campus in Warsaw.
