Joint Strategic Framework

Ireland and France have agreed a Joint Strategic Framework (2026 – 2030) setting out an ambitious new strategic direction for the Franco-Irish relationship.

The Joint Strategic Framework was signed by Minister McEntee and French Minister for Europe and Foreign Affairs, Jean-Noël Barrot in Paris on 28 January 2026.

The Framework articulates Ireland and France’s shared ambitions around three pillars:

  1. Partners for a more competitive Europe
  2. A fair, safe and sustainable global environment
  3. Culture, civic discourse and connection

It is underpinned by an action plan with concrete deliverables over the next two years.

Ireland and France benefit from a partnership shaped by our proximity on the Atlantic coast of Europe, by our interwoven history and, in the modern era, by our shared values, increasingly integrated economies and deep commitment to the European project and the multilateral system.

The pace of change confronting our societies has accelerated and the global complexities we face have increased, including challenges to the fundamental values we share.

This is why our new joint strategic framework must reflect the turbulent period we are in, and ensure that our efforts are directed to those areas where collaboration is either indispensable or where it offers the prospect of demonstrably better outcomes for our citizens
